Looks like a mlem. Mlems are licks. Bleps are a momentary glitch when they forget to stow the tongue.
Bleps are typically characterized by the mouth being fully closed while the tongue protrudes, whereas a mlem is typically associated with the mouth being agape.
It is a cry for help.
