Public maintenance is usually shit because the capitalist class lobbies (read: bribes) for the maintenance to be poorly funded, so they can point to how shitty public ownership is and lobby for privatization.
And not maintain it either
That is also a problem with private ownership, one so famous nearly all past, current, and future superfund sites were caused by it exclusively.
That doesn’t mean the problem is due to it being public.
