Officials in the city say they are developing a “code of conduct” that people must follow in order to qualify for the special treatment.

And those who practice “uncivilized behavior” such as eating on trains will be downgraded.

Examples of “bad” behaviour include parking tickets, failing to pay bills, playing music too loudly in public and “maliciously” switching jobs.

A person’s “rank” is determined by four areas - administrative affairs, commercial activities, judicial system and social behaviour.
