i was using a multimeter to check the battery voltage. battery showing 10v when the probes are on the terminal but nothing when i have the negative touching the metal parts in the engine bay. however when i touch the bolt/nits connecting those metal i get a reading. is it because of the paint insulation or something?
because the bolt and nuts arent enough to secure the negative jumper clamp onto them.

If you are touching the terminal to anything with paint on it, you won’t get an accurate reading.
Yes. Paint doesn’t conduct electricity well. You need bare metal.
