Apparently getting enough trained maintenance personnel is a problem as well as getting enough pilots. Not only are the western F-16 maintenance guys busy being retrained to service F-35’s, language skills are also a problem as all the manuals for the F-16 are in English only and you need the repair guys to be pretty good at English to understand them.
