Something simple, perhaps.
The last music program I used was an early 2000s copy of CakeWalk and that was pretty good. But current versions seem more limited these days… I heard the latest doesn’t even let you export files? (It would seem most of these programs’ creators have a different idea of ‘free’ than I do.)
I tried StargateDAW just now, but it didn’t recognize my audio hardware. (I haven’t had a dedicated audio card since… Windows 98?)
Do you have any recommendations? I don’t need a full studio, just something I can start writing music in, as one would using a music sheet.

Bitwig. Best there is. Else, something like ardour? Also, musescore is gonna support VSTs. I know it’s notation software, so no moving around bocks on a grid, but with VSTs anything is possible.
