Don’t can’t buy anything brand new, they are almost unusable instead, find some older laptops from the used market that are more usable such a Dell Inspiron or a Lenovo ThinkPad that are from 2010-2014 which can run most programs in Windows 10 after upgrading the RAM and replacing its hard drive with an SSD and you can install Windows 11 just by doing some registry tweaks to get Windows 11 to work on “unsupported” hardware and get some of the updates, but I don’t recommend installing Windows 11 on “unsupported” hardware since driver support for Windows 11 is going to be limited for something like a 3rd gen i7
