I wouldn’t own an Android given any other choice. If the government has an Apple-supplied backdoor into my phone, there’s no point in not just using a Nokia flip phone. Anything I need to communicate privately in that case would be, as you suggest, locally encrypted before sending or passed as samizdat on physical media.

Jump ship to who? You can guarantee Android phones will have the same issue.
People will just start encrypting text messages themselves if they really don’t want it to be readable by others. The government can’t stop that.
