At the federal level, 18 USC 1470 covers it. Penalty is fines and/or 10 years in prison at max.

Not sure what statutes apply in the District of Columbia, though.

No hate speech, slurs, celebrating death, advocating violence, or abusive language. This will result in a ban. Usernames containing racist, or inappropriate slurs will be banned without warning
