What I actually said was that it should target the poor as a class, rather than one race.
This still benefits the races was harmed the most, because they make up a disproportionate part of the poor.
It also has two other benefits:
it’s easier to pass, because the poor of other races chip in to see it done.
It benefits those discriminated against in other ways besides race too, and doesn’t require spending on people that are already wealthy.
